When I use the newborn insert, the harness seems very tight, even when it is at maximum length.

The Stokke® PIPA™ by Nuna® car seat comes with an infant insert and an optional foam pad that is placed in a pocket on the backside of the infant insert. If the harness seems very tight, remove the foam pad.
Stokke® PIPA™ by Nuna® is certified for a 4 lb. child (low birth weight baby). The purpose of the newborn foam pad is to put the smallest sized child in the most ideal position when in the car seat. In some cases, depending on the size of the child, that extra foam may never be needed. The harness length is appropriate for the full range of intended use.
